Just General thoughts.

 

  My son is 4. He drives me up a wall. Im not sure what the problem is if there is a problem at all.

All he does is cry. Everything is the end of the world to him i guess is a good way to put it. Why does he fall to peices when ever something happens? He is still extremely sensitive. This past week though he was fine, he  didn't cry much, really didn't act up or anything. It really doesnt help that strangers see him when he's crying and they're feeling bad for him. Well dont kids cry anymore, no only mine doesn't just cry, he melts. He acts more like a 2 year old. I am ok if he crys when he falls, or someone took his toy. But he just takes crying to the next level. My husband and I joke that he's inherited too much estrogen. Well its probably mean to say that but he drives us crazy.  His sister and only sibling is 2 and she does not cry half as much as he does. Is it just personality?He is not special ed, or hadicapped in anyway. i just wish he didn't cry over everything.  I hope its a phase. when he is not crying he looks like he's gonna cry. Constantly looking like hes gonna break into tears. WTF??  thats so annoying too.

You said it yourself - that's much more of a 2 year old behavior than that of a 4 year old. 
Be sure NOT to coddle him when he behaves this way, or it will just reinforce it and cause it to happen more.
You'll have more luck in breaking the habit if you quietly tell him "that's enough of that" and sit him in isolation so that his tears bring him no attention.  Tell him he's welcome to rejoin the group when he's done.
