It's true. He was throwing wood chips at the park, and I told him he needed to sit on the low wooden wall that surrounds the playground. He sat down, then hopped up and ran along the wall about 20 feet and yelled, "I'm getting my phone!" He picked it up ("it" being nothing) and ran back to his spot and sat down. Then he answered his phone (which doesn't exist). "Hello? Hello!"
I marched over to him and held out my hand. "Give Mommy the phone."
He said no and threw it. I told him he could have his phone back when he was done with his time-out. Then I walked over to where I imagined a cell phone would land if thrown in that direction by a two-year-old, bent down, and picked "it" up. It went into my pocket right next to my real one.
The rest of his time-out passed with no phone calls, and when time was up, we talked about throwing wood chips, and then I dug in my pocket and pulled out my empty hand. I handed him his cell phone and he said "thanks, Mom." He then put the phone to his ear and continued the conversation from before.
