I need some tried and true child advice... I'm desperate!

I have a four year old daughter who has started screaming these shrill screams whenever she doesn't get her way.  It is so loud you can hear it clear into the neighbor's (across the street) yards.  If I wasn't in my own home I would think someone was sawing off her legs without putting her under.

I have tried time out, grounding, taking away priviledges, the whole nine yards... and I've been consistant about it too.  The only thing I can think of is that she feels she is still in control if she screams... even though she isn't getting her way. 

Well, I think my greatest fear has come true... I'm pretty sure we now have the children's services after us.

Please, help... I have already had a missed call from them and some people with brief cases and paperwork knocked on the door yesterday.  I was hoping they were sales people but we didn't see them go to any other houses and they were parked out in front of our house.

I am open to any and all ideas.  I love my children dearly (despite whatever is going on right now with the one).  If you went through this and found a "cure" please tell me!!!
