Yes and no :). If you are looking for a work at home job, generally there should be NO costs to start. This is because you are working FOR a company and you are an employee. The company pays for you to be hired, to process your paperwork and get you set up with everything you need. There are a few reputable companies that hire you to work from home that may ask you to get a background check, get an extra phone line or a headset and this is ok, but I would recommend paying with only with companies you have heard of before.
If you are starting a work at home business then yes, there will be costs as YOU are the boss. You absorb the costs of being "hired" meaning that you have to pay for your marketing materials, websites, start up products etc. This is all within reason though, the cost to start should equate the retail cost of the products and services you receive.
