Should he have visitation rights?

I am debating what to do on this subject.  My ex-husband does not work, lives with his parents and anytime he needs money they supply it, such as gas, ciggs ect..

The thing is that he has been court ordered to pay child support though he won't get a job so no child support has been coming in.  He was way behind last year at tax time and so I gave him a thousand dollars out of my return andn told him to put it on the child support so that he would not lose his drivers lisence and than be unable to get work.  He took the thousand dollars and spent it, but not on his bills.  His water, gas, electric was shut off and he lost the house that we had bought together.  So then he was coming here wanting to see the the kids, which I allowed. But instead of spending time with them, he would watch my tv, use my computer, eat my food/pop, take showers and wash his clothes!

He ran up my water bill so high that I had trouble paying for it and so his dad loaned me 100.00 to go towards the bill and now they have been hounding me, asking when I am going to be able to pay it back. 

Currently I am working two jobs, paying for child care on my own and get no help from my kids father finacially or help to watch them, take them to appointments or anything.  He called up Thursday and said that he wanted to come and get the kids for a couple hours, and then didn't bring them back until almost 10pm! Our daughter had just started Kindergarten and he knew she had school in the morning.  I was not happy letting him have the kids, I wish that he would set up a certain day and time for his visitation (there is no court order) but he won't, he just calls and tell me he wants to see them, no matter if I have plans or not.  I seriously don't think he should get to see them at all, he is not paying child support, he won't take care of them when he does have them.  I make sure they are fed before they go because he won't feed them and I don't think he changes them.  Thursday when he brought my kids home, my daughter Autumn, who is four, had no pants on! He said that she pooped herself and her pants were dirty so he took them off.  She has not soiled her pants in two years!

I just don't know what to do, any advice?
