I thought libraries were supposed to be quiet.

 I am visiting my local library and it is super loud.  There is no one saying hush you are in a library.  Kids are screaming and crawling all over the floor.  It is like a party going on.  Thank good ness my computer at home works so I don't have to stick around.  People are swearing and kids are running around and the workers are not doing anything.  It is absolutely insane.  when I was growing up you had to be very quiet in the library.  Whispering was at a minimum.  Man.  Where have all those librarians go the ones that gave you the look of fear when you talked.  It is like a party in here, I wish you could hear it.  Too funny.

Our local library is very quiet... except when school gets out. It's right across the street from the middle school so every afternoon, it's a zoo of teenagers. I think the librarians gave up fighting the battle of "SHHHH" because really, they're totally outnumbered.

Maybe send an "invitation" to the city council and invite them to go to the library one afternoon. And explain to them that this public place is not a desirable place to be at all.  City money supports the library and they need to understand that they need people to frequent the place in order to keep it open.  Even if you have a computer at home now, maybe getting together a group of other people who feel the same way you do and letting city officials know will make it more desirable for others once again.
