DD touching herself.. what to do?

My daughter will be 3 in March. She realizes she has a vagina and likes to poke & play with it. Now I know it's normal for a child to go through this stage, but I don't know how to handle it. I don't want to say discouraging things because it is HER body and I don't want her to think later on that it's wrong.. but she will mess with it enough to where it gets red & hurts when I try to wipe her. Before anyone mentions, "Well maybe she is sexually abused" that is definitely NOT the case. I'm a SAHM to her & my other daughter, so I'm always around. I just don't know how to handle it. Advice please?

maybe talk about germs and stuff and always teach   she should    do things in private       and talk about   not getting germs in that space       as my kids got older     we talked about the darkness the women parts are built like a cave and they are moist which   is bad for growwing yeast and stuff      so she can be taught about the darkness in there and  she can keep it clean               and be proud but she will outgrow it is she is     jsut treated quietly              all my kids were  talk younge and  we are open but know about privacy     they are teens     and they know they can talk to me

You could always divert her attention to something else that will catch her attention.
