I think it depends on the situation. Some teens are responsible enough to have a job and it may be necessary for them to drive themselves. However, they also may have someone who can take them back and forth to work. A necessity? No. I don't think so. Luxury? Yes, for the most part.

I think it depends on their level of maturity and what the situation is, my husband has already said no, (he's an over protective daddy of three little ladies) but my ex is giving my oldest two a car that they have to share. (as long as they maintain honor roll status and don't get into trouble)

i worked but i bought and paid for my own car. my mom didnt help me with a damn thing. she said you want it? you pay for it. and i did. and ive gotten 3 cars since then and have paid for them all as well (finance of coarse)
