I can't really answer the question!  I never found any place to buy them pre-made before.  I guess it would depend on if you had the money to buy the pre-made ones, even if they end up not working.  Or you can always start by making your own and if it is something that is going to work buy them pre-made.  Some upsides of making your own are that you can take pix of exactly what your child deals with.  Like my son will only eat the Top Roman in the Orange package, no one makes a PEC of that!!  So I took a picture of it and laminated it.  I after I made all my PECS I found a site (http://webclipart.about.com/gi/dynamic/offsite.htm?zi=1/XJ/Ya&sdn=webclipart&cdn=compute&tm=321&gps=78_242_1436_751&f=10&su=p284.8.150.ip_&tt=14&bt=1&bts=1&zu=http%3A//trainland.tripod.com/pecs.htm) that has a ton of pages of PECS you can print out and self laminate.  Almost pre-made, but not really!!  I'm cheap so this is a nice way to do it for me.

When we started PECS they worked a little and then my son just stopped everything that had to do with them.  So we put the PECS away.  Now his teacher says he's doing well with a PEC schedule so we might be pulling them back out and making just a schedule, we had everything before, food, places, toys, clothes, ect.  He has more speech now so I won't need all those.  Just the ones telling him what it's time to do next.
